After talking to several Specialized Sellers and a ton of research it turned out Specialized indeed used this weird tapered system. There were plans of 3D printing an lathing a custom crown race, but in the end were never realized finally I bought another Bianchi fork that was standard tapered an enjoyed the bike a lot.
In general, we have two types of taper: conical and pro. Conical taper means the shaft (and maybe the whole cue – think "house cues") smoothly tapers from the fat end to the skinny end, like a cone. Pro taper means the shaft is one constant diameter from the tip back maybe 12"-14" or so, and then begins to cone out toward the joint.
Does a tapered fork need a crown race? Straight 1 ⅛ in steerer tubes have a crown race seat of 30mm, so they require a 30mm crown race. Tapered steerer tubes can taper out to 1 ¼ in (33mm crown race seat) and sometimes have integrated crown races (like the 2nd image), so no press-fit crown race is needed .

The Full Nelson is a direct thread taper mount you may have to use an adapter on some 90 degree barrels. CGS sells a really nice adapter. As long as there is enough shoulder for the can to properly index you will be fine. Just make sure to tighten it down pretty well.
